Best First-Time Homebuyer Programs
If you think you need 20% down to buy a home, you haven't heard about the programs designed specifically to help first-time buyers get in the door. They’re real, and they exist to help people like you bridge the gap to homeownership and make it more attainable for everyone.
I'm Laura Shinkle, a first-time homebuyer specialist based in Charlotte, NC. I help buyers across the country understand the process of buying a home and connect with the right local agent in their market. These programs are a big part of why buyers who assumed they weren't ready end up closing sooner than they ever thought possible.
Here's a breakdown of the best first-time homebuyer programs available nationally.
Federal Loan Programs for First-Time Buyers
FHA Loans
The most widely used program for first-time buyers. FHA loans are backed by the Federal Housing Administration and allow buyers to put as little as 3.5% down with a 580+ credit score. Buyers with scores between 500-579 can still qualify with 10% down.
FHA is forgiving on debt-to-income ratio and credit history, which makes it the go-to for buyers who have student loans, higher debt overall, lower scores, or limited credit history. The tradeoff is mortgage insurance that stays for the life of the loan unless you refinance out.
In Charlotte, FHA loans are used across a wide range of neighborhoods from NoDa to University City to Westerly Hills, and can be paired with down payment assistance to reduce what you need to bring to the table.
VA Loans
If you've served in the military, this is the best mortgage product available to you, full stop. Zero down payment, no mortgage insurance, competitive rates, and no income limit. VA loans are run through the Department of Veterans Affairs and require the lender to be VA-approved. In certain cases you can qualify for no funding fees as well.
You need a Certificate of Eligibility and a property that meets VA appraisal standards. Most single-family homes and townhomes qualify. Condos will need to be a little more particular.
USDA Loans
Zero down for homes in eligible rural and suburban areas. USDA loans are backed by the US Department of Agriculture and have income limits based on your household and area median income.
More of the US qualifies than most buyers realize. Suburban areas outside major cities, including some communities around Charlotte, qualify. Check the USDA eligibility map for any specific address you're considering. As a general rule, it the property needs to be outside of any city limits.
Conventional Programs Designed for First-Time Buyers
Fannie Mae HomeReady
3% down for buyers at or below 80% of area median income. HomeReady allows income from household members who won't be on the loan to count toward qualification, which helps buyers in multi-generational households. Requires homebuyer education.
Freddie Mac Home Possible
Also 3% down, similar income guidelines to HomeReady. Home Possible allows sweat equity to be used toward the down payment in some cases. Requires homebuyer education and has income limits.
State and Local Down Payment Assistance Programs
This is where most buyers leave money on the table. Every single state has programs. Many counties and cities do too. They vary significantly in how much they offer, how they're structured, and who qualifies.
In North Carolina, the NC Home Advantage Mortgage from the NC Housing Finance Agency offers up to 3% of the loan amount in down payment assistance structured as a deferred second mortgage at 0% interest. What that means is the program loans you the money and you don’t pay anything back unless you sell or refinance the home within 15 years. After that, the loan is forgiven. The Community Partners Loan Pool (CPLP) can offer up to 25% of the purchase price for qualifying buyers.
Charlotte specifically has the House Charlotte program through DreamKey Partners for buyers purchasing within city limits and who meet income requirements.
The Chenoa Fund is also a great option, with credit score requirement of 600 and no income limits.
The only way to know what's available in your area is to ask a lender who is approved for those programs. Ask specifically: 'What down payment assistance programs are you approved for?' A lender who can't answer that clearly isn't the right fit for a first-time buyer.
Lender-Specific Programs
Beyond state programs, individual lenders offer their own. Dash Home Loans, Cross Country Mortgage, First National Bank and American Security Mortgage to name just a few in the Carolinas, offer a 0% down program for qualifying buyers. Bank of America's Community Affordable Loan Solution offers assistance in specific markets. Chase's Homebuyer Grant provides up to $7,500 in some areas.
These programs change. The only way to know current availability is to ask your lender what they personally have access to and compare across at least two or three lenders before deciding.
Homebuyer Education Requirements
Some of these programs require you to complete a HUD-approved homebuyer education course before closing. It's usually online and takes 4-8 hours. From my clients who have gone through the program, they’ve found it useful, not just a hoop to jump through. You'll understand the process better and feel more confident going in.

Common Mistakes Buyers Make With These Programs
Not asking about them. Most buyers assume they don't qualify without checking.
Only talking to one lender. Not every lender is approved for every program. Compare at least two or three.
Ignoring the tradeoffs. Programs with down payment assistance often come with slightly higher rates. Run the full monthly cost comparison before deciding.
Waiting for programs to get better. Funding runs out. Programs change. If you qualify now, now is often the right time.
Buying in the wrong state. NC-specific programs don't apply in SC and vice versa. Make sure your lender is licensed in the state where you're buying.
Real example: I worked with a buyer in Charlotte who had been renting for four years, certain she couldn't buy because she didn't have enough saved. When we sat down with a lender who knew the programs, she found out she qualified for the NC Home Advantage Mortgage that covered her down payment. She closed a few months later. The programs were always there. Nobody had told her to ask.
FAQ
Do I have to be a first-time buyer to use these programs?
Most define first-time buyer as someone who hasn't owned a home in the last 3 years. If you've owned before but it's been a while, you may still qualify. Don't assume you're out.
Can I use multiple programs at once?
Sometimes yes. Stacking assistance (like a state DPA program on top of a conventional loan) is possible and can reduce your out-of-pocket dramatically. Ask your lender specifically whether programs can be combined.
Are these programs safe? Is there a catch?
Most are legitimate government-backed or nonprofit programs. The catch is typically a slightly higher interest rate on the mortgage and sometimes occupancy requirements. They're not scams. They're just tools with tradeoffs.
What if a program runs out of funding?
Some programs fund in cycles and can temporarily pause when funds are exhausted. Your lender will know current availability. This is one reason not to wait when you're financially ready.
How do I find programs in my state?
Ask an approved lender in your state what programs they have access to. You can also search your state's Housing Finance Agency website for current programs.
